School Level NIL Limits
School-level limits for NIL funding distributed through collectives or affiliated channels:
Spending Limits:
Football: $4 million per team per college
Men’s Basketball: $1.5 million per team per college
Women’s Basketball: $500K per team per college
Baseball: $400K per team per college
Softball: $300K per team per college
These limits apply only to team-based NIL pools. Individual athletes may still earn more NIL through independent deals or private endorsements. However, any independent deal or private endorsement cannot be contingent on a player choosing or staying with a specific college.
Penalties:
If there is collusion between private sponsors and college programs or by independent deal or private endorsement that has contingencies or expectations (explicit or tacit)(known or unknown to the college) the minimum penalties will be:
5-year suspension for the player
10-year suspension for the college program from that sport
15-year suspension for the individual entity or private endorsement entity
This approach discourages a private or individual entity from making any contingent agreement with an athlete, because it could jeopardize the college’s entire sports program. Additionally, this approach balances opportunity, integrity, and competitive fairness across college athletics.

One Transfer Only
One free transfer per player for college career. After that for any subsequent transfer, a player must sit out a year unless their head coach leaves.

Binding Commitment Window
Commitment windows should be binding. If a player signs during that window, they’re required to stay for the full season.

Academic Requirements
Academic performance should matter. Players should only be eligible to enter the portal if their GPA meets a minimum level of 2.5.

Transparency
All NIL deals must be transparent. All NIL contracts should be published on a publicly accessible website so it’s clear where the money is coming from and who it’s going to.

Jersey Naming Requirements
Jersey Naming Requirements. Player names only allowed on jerseys if team completes a predetermined charitable work commitment and team meets GPA requirement of 2.5 average for the team.
